solar charge controllers and laptop power supplies

I have a question that I am not sure about. I have been reading about soloar charge controllers. Upon looking at a few, I was wondering if instead of a solar panel, I hooked up a laptop power block.

Here is the controller I am looking at:

And the laptop power supply outputs 19V @ 3.16A.
